Preheat the oven to 425°F and line a large baking sheet with parchment. Cook the tortellini according to the package directions until just tender. Drain and cool briefly.
Set out three shallow bowls. Put flour in the first, beaten eggs in the second, and breadcrumbs, Parmesan, and garlic powder in the third.
Coat each tortellini in flour, dip it in egg, then turn it in the breadcrumb mixture. Arrange the coated tortellini on the baking sheet and lightly spray with cooking spray.
Bake for 10 to 12 minutes, turning once, until crisp and golden. Serve warm with marinara sauce for dipping.
