In a bowl, combine steak strips with olive oil, chili powder, cumin, salt, and pepper. Toss to coat evenly.
Heat a large skillet over medium-high heat. Add the steak and cook until browned and cooked through, about 5-7 minutes. Remove from skillet and set aside.
Place a tortilla in the skillet and sprinkle with cheddar cheese. Top with steak, then more cheese. Place another tortilla on top.
Cook for 2-3 minutes per side, or until the tortilla is golden brown and the cheese is melted and gooey.
Remove from skillet and cut into wedges. Serve immediately with your favorite toppings.
