In a medium saucepan, combine the milk, chocolate chips, unsweetened cocoa powder, and granulated sugar. Heat over medium heat, stirring constantly, until the chocolate chips have fully melted and the mixture is hot and smooth, about 3-4 minutes.
Remove the saucepan from the heat. Stir in the ground cinnamon, vanilla extract, ground nutmeg, and cayenne pepper (if using). Continue to stir until all the spices are well combined.
