Preheat oven to 375°F (190°C). Grease and flour a 9x13 inch baking dish.
In a large skillet, brown the ground beef over medium heat. Drain off any excess grease.

In a medium bowl, whisk together the flour, cornmeal, sugar, baking powder, and salt.

In a separate small bowl, whisk together the egg, milk, and vegetable oil.

Pour the wet ingredients into the dry ingredients and stir until just combined. Do not overmix.
Spread the cornbread batter evenly over the Sloppy Joe mixture.
Bake for 25-30 minutes, or until a toothpick inserted into the center of the cornbread comes out clean.
