Add the pecan halves to a food processor. Pulse a few times, then grind on low until they reach a sandy, coarse texture.
Whisk together the sweetened condensed milk, all-purpose flour, and vanilla extract in a 2 to 3 quart saucepan over medium heat until the flour is completely incorporated.
Stir the ground pecans into the condensed milk mixture once it's combined and slightly warm. Continue cooking for about 8 to 10 minutes until the mixture has thickened.
Pour the pecan mixture into a 9x9 inch baking dish, cover tightly with plastic wrap, and chill in the refrigerator for 20 minutes until completely cooled.
Line a baking sheet with parchment paper.
Use a 1 tablespoon cookie scoop to portion out the pecan filling.
