Place ribs in the Instant Pot. In a bowl, whisk together apple cider vinegar, brown sugar, Worcestershire sauce, garlic powder, onion powder, paprika, and black pepper.
Pour sauce over ribs. Cook on high pressure for 40 minutes. Allow natural pressure release for 10 minutes, then quick release any remaining pressure.
Remove ribs from Instant Pot and serve.
Notes
For extra tender ribs, let them rest for 10-15 minutes before serving. You can also broil them for a few minutes to crisp up the edges.
