Whisk together chocolate pudding mix and cold milk until thickened. Layer over the cream cheese mixture.
Spread thawed Cool Whip over the chocolate pudding layer.
Chill in the refrigerator for at least 2 hours before serving. Garnish with mini chocolate chips before serving.
