Preheat your oven to 350°F (175°C) and line a baking sheet with parchment paper.
In a large bowl, mix the flour, cocoa powder, baking powder, and salt.
In another bowl, cream together the softened butter and sugar until light and fluffy. Add the eggs one at a time, mixing well after each addition, followed by the vanilla extract and red food coloring.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Roll the dough into 1-inch balls and coat each ball with powdered sugar.
