Instructions
Preparation Steps
Preheat oven to 375°F (190°C).
Cook macaroni according to package directions. Drain and set aside.

In a large saucepan, melt butter over medium heat. Whisk in flour and cook for 1 minute, whisking constantly.

Gradually whisk in milk until smooth. Bring to a simmer, stirring constantly, until thickened.

Remove from heat and stir in cheddar cheese, Monterey Jack cheese, salt, and pepper until cheese is melted and sauce is smooth.

Notes
