Preheat oven to 375°F (190°C). Line a baking sheet with parchment paper.
In a skillet over medium heat, cook ground beef until browned. Add onions and bell pepper; cook until softened. Stir in garlic powder, salt, and pepper. Remove from heat and mix in shredded cheese.
Unroll crescent dough and separate into triangles. Place a spoonful of meat mixture on each triangle, then fold the dough over and press edges to seal, forming crescents.
Place crescents on prepared baking sheet. Whisk together egg and water; brush over the tops of the crescents.
Bake for 18–22 minutes or until golden brown and cooked through. Serve warm.
