Preparation Steps
Preheat oven to 425°F (220°C) and line a baking sheet with parchment paper.
In a large bowl, whisk together the flour, baking powder, baking soda, salt, and black pepper.
Cut in the butter using a pastry blender or fork until the mixture resembles coarse crumbs.
Stir in the cheddar cheese and chives, then add the buttermilk and mix until just combined.
Drop 1/4 cup portions of dough onto the prepared baking sheet, spacing them about 2 inches apart.
Bake for 20 minutes, or until the tops are golden brown and the biscuits are cooked through.
Allow to cool slightly on a wire rack before serving.
