Preparation Steps
Preheat oven to 350°F (175°C). Grease and flour an 8x8 inch baking pan.
In a large bowl, cream together melted butter and granulated sugar.

Beat in eggs one at a time, then stir in vanilla extract.

In a separate bowl, whisk together flour, cocoa powder, baking powder, and salt.

Gradually add dry ingredients to wet ingredients, mixing until just combined.
Spread batter evenly into the prepared baking pan.
Bake for 25-30 minutes, or until a toothpick inserted into the center comes out with moist crumbs.
Let brownies cool completely in the pan.
While brownies cool, prepare the filling: In a medium bowl, beat together softened cream cheese and powdered sugar until smooth.

Fold in whipped heavy cream and half of the chocolate chips.

Once brownies are completely cool, spread the cream cheese mixture evenly over the top.
Sprinkle the remaining chocolate chips over the top.

Notes
For an extra rich flavor, you can add a tablespoon of instant coffee to the brownie batter.
