Mix cream cheese, shredded cheese, chopped chives, minced garlic, onion powder, chili powder, salt, and pepper until smooth. Chill for 20 to 30 minutes.
Form the mixture into 18 small balls and refrigerate for 30 minutes to 1 hour.
In a shallow dish, combine chopped bacon and remaining chopped chives.
Insert a pretzel stick into each cheese ball and roll in the bacon-chives mixture.
Keep in the fridge if not serving immediately. About 15 minutes before serving, remove from fridge.
